Ash has a character back then too. He has a real ambition to become a Pokemon master. Now he just wanders around aimlessly, continually listening to TRs ever changing, increasingly more terrible motto (not in a funny way). By the way the reason that they couldn't keep the first 151 pokemon was because the games couldn't do that, or people wouldn't buy the new ones. They would all be the same.

They should've just developed on it more throughout and made Ash become a good Pokemon trainer only inlcuding the original 151 Pokemon I guess it really isn't possible to get EVERY Pokemon because, like animals, there are many ones that haven't been discovered yet (Bill did mention this in one of the early episodes). But if a Pokemon Master must have just all of the discovered ones, the more Pokemon they create just makes it more and more impossible to stay or even become a Pokemon Master. They would all be the same. What I meant was they could've made Season 1 based around Ash and the original 151 Pokemon. Then they could've made Season 2 with Hiro and the Gold, Silver, and Crystal Pokemon, and so on
